Carlos Mackall, M.S., LMSW is a seasoned behavioral health and human services executive with over 20 years of proven leadership in delivering and advancing care for individuals facing mental health and substance use disorder (SUD) challenges. A strategic visionary, Carlos has led system-wide transformation across crisis services and behavioral health care at both the state and national levels.
Carlos has held multiple senior and executive leadership roles, most notably as Vice President of Strategy and Vice President of Operations for the Northeast Region at RI International. In these roles, he oversaw multi-state operations, including the development and implementation of crisis response systems and behavioral health facilities across Washington, Oregon, Virginia, Delaware, Ohio, and Maryland. His leadership has driven innovation in crisis stabilization services—spanning inpatient, sub-acute, residential, and outpatient care—with a focus on system integration, workforce development, and peer-led service models.

Dr. Kati Tilley, PhD is an experienced mixed methods researcher with a history of working in the research industry in Delaware for more than 10 years. Kati earned her doctorate in Education specializing in Evaluation, Measurement, and Statistics from the University of Delaware in August 2022. She also holds a B.A. in Psychology and a Spanish minor from the University of Delaware. She has worked as a grant-funded research assistant in the Psychological and Brain Sciences department at UD, as a research associate in the Center for Training, Evaluation, and Community Collaboration (CTECC) conducting a mixed methods evaluation study, as a research associate at the Center for Research in Education and Social Policy (CRESP).
Stephanie Macharia is a dedicated and impact-driven mental health executive, serving as the Director of Business Development at Golden Thread Human Services. With 10+ years supporting like minded individuals battling with mental and developmental disabilities and 8 years of expertise in IT, Stephanie offers a unique perspective to advancing mental health services through innovation, partnerships and operational excellence.
Stephanie’s current role drives initiatives that promote growth, sustainability, and community impact for Golden Thread. She excels in identifying new opportunities, building strong stakeholder relationships, and leveraging technology to broaden access to mental health services for diverse communities.
